PRE-NOTICE OF RACE

ORGANIZING AUTHORITY
The Organising Authority is the Clube Naval de Cascais with sponsorship of QUEBRAMAR and of CHRYSLER JEEP IMPORT PORTUGAL and with the support of Federação Portuguesa de Vela, Câmara Municipal de Cascais and of Marina de Cascais.

  1. RULES
    1. The regatta will be governed by the rules as defined in The Racing Rules of Sailing
    2. The Portuguese National Authority prescriptions will apply.
    3. The ORC Level Class Rules for GP42 and following interpretations
    4. For the GP42 class, the ISAF Offshore Special Regulations (2009 – 2010) Cat. 3. According with OSR 3.28.3.b) a minimum of 25 litres of fuel is required while racing. Liferafts on board are compulsory.
    5. If there is a conflict between languages the English text will take precedence.
  2. ADVERTISING
    1. Participants will be able to display advertising as category C, in accordance with ISAF’s Regulation 20.
    2. Boats may be required to display advertising chosen and supplied by the organizing authority.
  3. ELIGIBILITY AND ENTRY
    1. The regatta is open to all boats with a valid 2009 GP42 Measurement certificate.
    2. Eligible boats may enter by completing the attached form and sending it, to Clube Naval de Cascais before 18:00 of 15th July 2009.
  4. CLASSIFICATION
    The following classification requirements will apply:
    The registered HELMSMAN of each boat shall not be included in group 3 of the Sailor Classification Code - ISAF regulation 22.
  5. ENTRY FEES
    No entry fee will be charged.
  6. SCHEDULE

    4. Number of races:
      The maximum number of races will be 12 with a maximum of 3 races each day.
    5. The scheduled time of the warning signal for the first race each day is 13:00.
    6. On Saturday, 29 August, no warning signal will be made after 16:00
  7. ONSITE REGISTRATION
    1. Each yacht owner or skipper must register and sign the Registration form in the Race Office of Clube Naval do Cascais before 18:00 h on 25 August 2009.
    2. Registration is confirmed if the following documentation is presented before the time indicated in 7.1:
      1. A valid 2009 GP42 Measurement certificate
      2. Receipt to payment for valid Insurance Policy covering Liability arising from negligence and damage to third parties while racing, for the amount of a minimum cover of 500.000 Euros.
      3. If advertising is displayed, Authorisation from the respective National Authority for the display of individual advertising allowed Regulation 20 ISAF for Category C Regatta
      4. List of crew members with photocopy of passport or Identity Card or Federation License.
      5. Cat 3 Safety Equipment List, duly filled and signed
      6. Contact phone ashore, including name and address of the contact person.
      7. Liability Acceptation form duly filled and signed.
    3. No boat shall be registered if, after 12:00 hrs on 26 August 2009 have not handed her current GP42 Certificate to the race office (modifies Rule 78.2 RRS).
  8. MEASUREMENTS
    1. During the Measurement and Inspection period, all boats shall be checked by the GP42 Class measurer.
    2. Weather and general conditions permitting, at least one GP42 will be hauled out during the event to check all the measurement data.
  9. SAILING INSTRUCTIONS
    1. The sailing instructions will be available at the Clube Naval de Cascais Race Office only after a boat has completed the Registration Procedure.
  10. VENUE
    1. Attachment 1 shows the location of the regatta harbour.
    2. Attachment 2 shows the location of the racing areas.
  11. THE COURSES
    1. The courses to be sailed will be windward / leeward.
  12. PENALTY SYSTEM
    1. For the GP42 class, rule 44.1 is changed so that the Two-Turns Penalty is replaced by the One-Turn Penalty.
    2. Decisions of the jury will be final as provided in rule 70.5.
  13. SCORING
    1. The low points scoring system described in Appendix A of the RRS will apply.
    2. 1 race is required to be completed to constitute a series.
      1. (a) When fewer than 4 races have been completed, a boat’s series score will be the total of her race scores.
      2. When 4 or more races have been completed, a boat’s series score will be the total of her race scores excluding her worst score.
  14. SUPPORT BOATS
    1. Support boats shall be marked with an identification flag with a minimum of 50cmx40cm with the name of the boat they are supporting.
    2. The participants support boats, shall request a mooring in the Race Office of Club Naval de Cascais before 18:00h of 1 August 2009.
  15. BERTHING
    1. All boats, whose entry in this regatta has been accepted, will have reserved moorings in the Marina de Cascais from the 12:00h of 22 August 2009 to the 12:00 of 30 August 2009.
    2. Boats shall be kept in their assigned places in the Marina. The GP42 fleet will be moored in line at the same dock.
    3. The moorings will be occupied under the full responsibility of the skipper of each yacht. Occupations of the moorings in dates different that the previous indicated will be at the expenses of the Owner of each boat, and must be arranged with the Cascais Marina.
  16. HAUL-OUT RESTRICTIONS
    1. All boats shall be afloat by from the 18:00 of 24 August 2009 and shall not be hauled out during the regatta, except with written approval of the race committee or on the measurer’s written request.
  17. RADIO COMMUNICATION AND ELECTRONIC EQUIPMENT
    1. Except in an emergency, a boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones.
    2. The race committee will use VHF Channel 72 or VHF Channel 8 on their communications.
    3. Boats may be required to carry cameras, sound equipment or positioning equipment as specified by the organizing authority.
  18. PRIZES
    1. The list of prizes will be posted on the Official Notice Board before the 18:00 of 24 August 2009.
  19. DISCLAIMER OF LIABILITY
    1. Competitors participate in the regatta entirely at their own risk. See rule 4, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.
  20. INSURANCE
    1. Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of 500.000 per event or the equivalent.
  21. PRACTICE RACE
    1. Participation in the practice race is mandatory to all boats. For this race all boats shall include aboard a guest nominated by the Organizing Authority.
  22. RIGHT TO USE NAME AND LIKENESS
    1. The Media Rights belong exclusively to CLUBE NAVAL DE CASCAIS.
    2. By participating in this regatta a competitor automatically grants to the organizing authority and its sponsors the right in perpetuity to make, use and show, from time to time at their discretion, any motion pictures and live, taped or filmed television and other reproductions of him or her during the period of the competition without compensation.
    3. The participants also undertake not to do or allow any act of reproduction, public communication or any distribution of images of the race, without previous authorisation from the sponsor (TERRA MITICA S.A,)
